The heavy downpour of 17 and 18 November 2012 that caused extensive damage in the city also caused the displacement of many families. This prompted the administrative authorities of the department of Pointe Noire to open two sites (Sapeurs Pompier and the trade fair grounds sites) for the relocation of the victims. A few days later, cases of cholera-induced diarrhoea were reported in these sites and later confirmed as a cholera epidemic by the Ministry of Health, after an analysis of samples.
