Last year?s harsh winter, followed by low precipitation during the spring and summer of 2008, has depleted Kyrgyzstan?s hydroelectric resources and caused power cuts just when electricity is most needed for home heating. Soaring food and fuel prices, adverse weather and declining remittances have weakened the purchasing power of the most vulnerable and contributed to a precarious food security situation for some. Several communes along the downstreams of the rivers Mutimbuzi and Rusizi have been submerged by water. These include the Bujumbura suburbs of Buterere, Kiyange 1,Ngagara and Sabe as well as the town of Gatumba in the Bujumbura Rural Province. At least 505 houses have been completely destroyed and another 500 partially destroyed. Up to 13 000 people have been affected by the flooding.
