Severe drought conditions and periods of extreme heat provided conditions favorable for another damaging western wildfire season most focused across California, Colorado, Oregon, Washington, Idaho, Montana and Arizona. The Dixie Fire consumed over 960,000 acres making it the second-largest wildfire on record in California while also destroying more than 1,000 structures. California's Caldor Fire grew rapidly during August, threatening South Lake Tahoe communities and burned over 220,000 acres. Other large wildfires included the Ford Corkscrew Fire (Washington), the Bootleg Fire (Oregon), the Boundary Fire (Idaho), the Trail Creek Fire (Montana) and the Telegraph Fire (Arizona), among many others. There was also the Marshall Fire in Boulder County, Colorado on December 30 that damaged or destroyed more than 1,000 homes and businesses. This wildfire is the most destructive on record in Colorado. Throughout the wildfire season air quality was also a concern across numerous states, as ash and fine particulates from wildfires obscured the skies and made outdoor activities more hazardous. Historic cold wave and winter storm impacts many northwest, central and eastern states. Temperature departures exceeding 40.0 degrees F (22.2 degrees C) below normal occurred from Nebraska southward to Texas. The prolonged arctic air caused widespread power outages in Texas, as well as other southern states, with multiple days of sustained below-freezing temperatures. At the peak of the outage, nearly 10 million people were without power. Additional impacts were frozen water pipes, which burst upon thawing causing water damage to buildings. These extreme conditions also caused or contributed to the direct and indirect deaths of more than 210 people in Texas alone. This count does not include excess mortality that may be hundreds of additional deaths. There were also snow and ice impacts across numerous states including Oklahoma, Arkansas, Missouri, Illinois, Kentucky, Tennessee, Louisiana, Mississippi, Colorado, Oregon and Washington. On 30 December 2021 the government of Sao Tome declared a state of disaster due to the damage caused and called for international assistance at a meeting convening international actors in the country and embassies.
The material damage is innumerable and a survey underway with the government's assessment mission will provide an exhaustive list. According to the CONPREC report, bridges have been destroyed, livestock and crops washed away, collapses and landslides, etc. According to the CONPREC report, the bed of Lake Lugi, the mouth of the Douro River and the Lembá River have been washed away. This part of the territory is morphologically very uneven and with a steep slope, which increases the speed of the water and has caused erosion and landslides in all the surrounding localities. The lack of land levelling and dykes spread the damage widely. The entire country has been affected by the floods and current interventions in the country are focused in the capital and the greatest needs remain in the districts of Lemba and Me-Zochi which have about 9,000 people affected out of a total of 15,000 according to the country's population data. |

Media reports indicated a total death toll of 6 people, more than 19 people hospitalized and 100s being homeless. As the week progressed, Amathole, Buffalo city, Chris Hani, Alfred Nzou and Joe Gqabi surrounding districts were also impacted. Reports further stipulated that over 1,000 homes were damaged, with the likely of more being affected. To date, through on-going joint assessments by the Provincial Disaster Management Centre (PDMC), local municipalities and other stakeholders inclusive of the South African Red Cross Society (SARCS), 1,762 households (8,810 people) have been recorded to be adversely affected. |

The Tropical Depression TWENTYNINE made landfall in an area in Kemaman District (southern Terengganu State, north-eastern Peninsular Malaysia) in the late evening of 16 December, and of 17 December at 0.00 UTC, its centre was about 40 km west of Kemaman, with maximum sustained winds of 46 km/h. It continued further west over central Peninsular Malaysia as a Tropical Depression, dissipating in an area north of Kuala Lumpur in the early morning of 18 December. Most of Peninsular Malaysia experienced moderate to heavy rain with thunderstorms on 17-18 December, causing severe flooding. According to the Department of Irrigation and Drainage, 316.5mm of rain fell in Klang last Saturday (Dec 18), compared to the average monthly national rainfall of 202mm. |

The heavy rains overnight caused a flash flood in Erbil, the region’s capital, and Kirkuk Governorate, located in Northern Iraq. The incident caused widespread damage to houses, infrastructure, and vehicles. Approaching winter season is expected to put the refugee-like population in a dire financial and social situation; on the one hand, due to the increasing expenses associated with heating and the need for winter apparel, and, on the other hand, due to the inflation in the housing market, which in some regions reaches up to 3.3% compared to the prices of November 2020. Based on Statistics Committee "Armstat" data, the refugee-like population are likely to face increased rental expenses in the coming months. Given that the refugee-like population was already facing financial hardships before the winter season, having a hard time covering basic livelihood needs and trying to find a balance between such needs as utility payments, food and clothes, healthcare, and education costs, the imminent winter season will exacerbate those difficulties, precipitating a severe humanitarian crisis. It is also worth noting that while the host communities have played a critical role in welcoming the refugee-like population and providing shelter and livelihood support, their resources have been depleting as well. With the increased expenses associated with the winter season, their support is likely to decrease.
The increasing winterization needs of the refugee-like population have been further confirmed by the continuous needs assessment and community engagement efforts of the National Society. Starting from January of this year, 3,518 people were registered for assistance by the Armenian RC's hotline of whom 90% asked for cash assistance, as most of them are renting accommodation and cannot cover all expenses, particularly during the winter season. |
